Executive Leadership Team
DPV Health is managed by its Executive Leadership Team under the direction of the Chief Executive Officer. They strategically align the work of their respective teams to support DPV Health’s 2022-2027 Strategic Plan.

Mr Don Tidbury
Chief Executive Officer
Don Tidbury is an experienced health care executive who has worked across the not-for-profit, public and private sectors over metro and regional Victoria.
As a CPA and GAICD with extensive experience across primary care, community health, disability, residential aged care and the acute hospital system, Don has a strong record in improving culture, clinical governance, financial performance and stakeholder engagement. With a passion for establishing purpose driven, performance orientated organisations, over the last five years, Don has led the transformation of DPV Health to become one of Victoria’s largest and most highly regarded community health organisations.
Prior to his current role, Don was previously the Chief Executive Officer for Macedon Ranges Health, an award-winning provider of primary care, disability services, home care and residential aged care. Don has also held management appointments at Royal Melbourne Hospital and Northeast Health Wangaratta.
Don has regularly contributed to the health sector via a range of board and other voluntary appointments including the Broadmeadows Revitalisation Board, NorthLink, Healthcare Financial Management Association (HFMA) and Court Network.
Ms Sophie Gilmour
Chief Clinical Governance & Experience Officer
Bachelor of Occupational Therapy, Post Graduate Certificate Governance & Risk, Lead Auditor
As Chief Clinical Governance & Experience Officer, Sophie has organisational oversight of Excellent Care standards, driving innovation and improvement through a focus on Client Experience and leading an evaluation program for clinical, care and corporate performance. Strategic planning is a core responsibility of this role, complemented by accountability for enterprise risk management.
Ms Jane Canaway
Chief Operations Officer
Graduate Australian Institute of Company Directors, Graduate Diploma Program Evaluation, Graduate Diploma Health Counselling, Registered Nurse and Midwife
As Chief Operations Officer, in this recently created role Jane is responsible for supporting the organisations service delivery directorates to consistently deliver positive outcomes for clients and communities. With a focus on performance and excellence, Jane ensures that systems and processes are in place to support evidence informed, coordinated and effective services. She is also responsible for pursuing opportunities for new and expanded services to meet the health and wellbeing needs of the growing communities in Melbourne’s north.

As Chief People and Culture Officer, Beata leads the development and implementation of cultural transformation with a commitment to delivering high quality and client-centred services using innovative and creative solutions. This is aligned with strategic workforce planning, workplace relations, change management, talent engagement, health, safety & wellbeing, diversity and inclusion. Beata also has oversight of our volunteer program.
Mr Anthony Palmieri
Chief Financial Officer & Head of Property
Bachelor of Commerce, CPA
As Chief Financial Officer & Head of Property, Anthony provides financial and corporate management leadership and is responsible for the development and implementation of the organisation strategic plan, performance targets and annual business plan goals. Anthony has oversight over financial management and compliance, stakeholder engagement, development projects, property, fleet management and mergers & acquisitions.
Mr Noel Toal
Chief Information Officer

Through digital innovation, Noel aims to improve the effectiveness of staff and systems, and develop a sector leading Business Intelligence function that utilises data analysis to identify opportunities for service, process and client engagement improvements.
Mr Rick Jackson
Executive Manager – Client Experience and Community Engagement
Masters in Marketing, Bachelor Applied Science – Human Movement, Graduate Certificate in Business Administration
As Executive Manager, Rick is accountable for executive leadership and management of the DPV Health brand, growth, quality of DPV Health services, and building a healthier community through integrated health programs. A key to this role is the engagement with the diverse communities we service by capturing their voice and supporting participation in service planning, design, execution and evaluation.

As General Manager Primary Care, Kylie has responsibility for the strategic and operational leadership of DPV Health’s Medical Practices, specialist services, allied health services, and a diverse portfolio of COVID related services.
Ms Deborah Carrin

As General Manager, Deb is accountable for the delivery of systemic solutions to issues that challenge our community from a social determinant of health perspective, this role ensures inclusivity and embraces co-design in areas such as homelessness, mental health, family violence, first nations people and refugees.
Dr Sachidanand Raju
Director Dental Services
Doctor of Dental Surgery (DDS), Dip Clinical Dentistry
As Director, Sachidanand is accountable for the clinical management and direction of dental services, supervision of dental clinicians and associated staff. This extends to our Smile for Miles in schools program.
