Executive Leadership Team
DPV Health is managed by its Executive Leadership Team under the direction of the Chief Executive Officer. They strategically align the work of their respective teams to support DPV Health’s 2018-2022 Strategic Plan
The DPV Health 2018-2022 Strategic Plan is composed of the following priorities:

Members of the team include our Chief Executive Officer, Chief Financial Officer, Chief Information Officer, two Directors (Dental and GP), and five General Managers.
Don Tidbury is an experienced health care executive who has worked across the not-for-profit, public and private sectors. As a qualified CPA and GAICD with extensive experience across community health, NDIS, hospitals and residential aged care, Don has a strong record in leading major improvements in culture, clinical governance, financial performance and stakeholder engagement.
Prior to his current role, Don was previously the Chief Executive Officer for Macedon Ranges Health, an award winning provider of primary care, disability services, home care and residential aged care. A key achievement of this role was initiating and securing a merger with Benetas to facilitate $60 Million capital investment in the Macedon Ranges community. The skills gained during this complex process has given Don vital experience in providing oversight of DPV Health, a new merged entity, as it continues to consolidate its position as a highly regarded and successful provider of community health services across Northern Melbourne.
Don has regularly contributed to the health, aged and community sectors via a range of board and other voluntary appointments including the Healthcare Financial Management Association (HFMA), Court Network and the various Primary Care Partnerships.
Doctor of Dental Surgery (DDS), Dip Clinical Dentistry
Dr Sachidanand Raju has practised dentistry throughout Australia for almost 30 years, with close to 20 of those at DPV Health. He has vast experience in providing clinical management and direction to dental services, as well as the supervision of dental clinicians and associated staff. Sachidanand values a friendly, team-oriented environment to
ensure good patient outcomes for our community. He also prioritises meeting and exceeding financial targets for the benefits it bring to the community; the reduction of waiting times being a key result. He also enjoys walking his dog, getting away to the beach, watching movies and socialising with friends on weekends.

Dr Sohail Siddiqui brings more than 30 years’ medical experience to the role of Director Medical Services for DPV Health.
He has worked exclusively throughout Melbourne’s northern suburbs for 15 years and has an acute understanding of the health and well-being issues within the community.
He is a Fellow of Royal Australian College of General Practitioners.

Shawn is a healthcare executive with 20 years of experience across private, public and not-for profit sectors in Australia and New Zealand. Shawn has held several professional peak body appointments and is the current chair for the Victorian Allied Health Leaders Council. He adopts a values-based and transformational leadership style which will positively contribute to the ongoing organisational growth and reforms.
Passionate about social inclusion and other social determinants of health, these principles will underpin Shawn’s planned service design and delivery to optimise health and well-being in Northern Melbourne.
Shawn is a devout supporter of personal and professional growth through lifelong learning. He enjoys practicing yoga and meditation, and has a yoga teacher qualification.
General Manager – People, Culture and Transformation

Roxanne Strauss has 20 years of Human Resources and business experience in corporate, profit-for-purpose, start-ups and Government sectors. Boasting diverse managerial experience across four continents, she has worked in a number of Executive roles before taking the role of GM, People, Culture and Transformation at DPV Health.
Championing the organisation’s new cultural growth program, “The DPV Health Way”, Roxanne aims to create a sense of belonging for all staff and provide the opportunity for everyone to do their best work, to live and breath our refreshed values, and to reach their potential in life. Roxanne’s passion for yoga, health and well-being and her practices of gratitude, reading tarot cards and meditation are huge influences on her personal life and professional practice.
Roxanne is the Board Chair of a not-for-profit organisation that supports youth living in extreme poverty in Tanzania and is also proud mother to her son, Mateo.

Sophie Gilmour has more than 20 years’ experience working across disability, aged care and community health services in senior quality management roles and state-wide service delivery management roles. Arriving from the Department of Health and Human Services Community Services Quality and Safety Office, Sophie’s directorate focussed on enabling and strengthening system-wide quality and safety improvements for the community services sector.
Prior to this Sophie lead the transformation of Macedon Ranges Health’s clinical governance framework and risk management capability in her role as Deputy CEO and Quality & Risk Manager. She is passionate about empowering all staff to embrace, and deliver on, their responsibility to consistently provide the safest and highest quality care to all DPV Health clients.
Sophie loves living in the Macedon Ranges where she is able to enjoy the beautiful natural environment with her family.
Bachelor of Business (Computing), Master of Business Administration (Executive)
Noel Toal brings to DPV Health a mix of corporate, small business and Not for Profit sector experience. Noel’s wealth of experience includes General Manager Information Systems for Access Health and Community, and Regional Head of ICT (ANZ) for DST International; vital knowledge to enable the implementation of an ICT infrastructure that will support DPV Health’s growth through cost effective scalability and agility.
Through digital innovation, Noel aims to improve the effectiveness of staff and systems, and develop a sector leading Business Intelligence function that utilises data analysis to identify opportunities for service, process and client engagement improvements. Noel is also a long time motorcyclist and avid camper who enjoys time with family and friends.
Bachelor of Applied Science – Physical Education, Masters in Education (Special Education )
After serving as CEO for Carinya Society for nearly a decade, Debbie Mitchell brings more than 30 years experience in community service to DPV Health.
Debbie has experience across a wide range of disability services; day services, accommodation, community health – including Planned Activity Group (PAG) Programs and health services – as well as recreation/leisure and social support programs.
She is driven by a desire to consolidate quality service provision in the northern corridor for children youth and families, and people with disabilities with an overlay of good governance at all levels.
When not working, you’ll find Debbie renovating houses when time allows, or working in the garden and spending time with her huskies and swimming.

Rick Jackson brings a wealth of experience in marketing and brand management to DPV Health. Managerial roles at organisations such as Australian Unity and Ambulance Victoria ensure Rick is well-placed to achieve brand recognition for DPV Health within the healthcare sector and the community it serves.
Through a client-centric service model, Rick seeks to provide innovative and customised experiences and communications that support clients to receive better healthcare access and education.
Out of the office, Rick enjoys playing sports, walking his dogs and DIY projects around the house.
